I think it's great the movie ends where it does.
You just have two people about to do something that will probably get them arrested, instead of fighting over it, they decide to have a polite discussion about it. That's what is really lacking in the world, especially in this social climate; 2 people talking in a civil manner and meeting each other half-way.

Don’t get me wrong, this film is definitely about the journey,
but dang it all they started treading more and more into catching the guy towards the end. What I think is most frustrating is you know the director could have done an amazing/brutal payoff if he wanted to.

Ambiguity itself is the payoff. Will they do it? Will they not? Will the cycles of violence continue? Are they justified?

Three Billboards asks a lot of hard questions of contemporary society and doesn't give easy answers. The type of ending you're saying you wanted would cripple what the movie is about.

I like the ambiguity because ultimately it doesn't matter if they end up killing the guy or not. The point was made and anything past that would be unnecessary and dragging out the movie more than it should be.
