I don't understand why this must be "Oscar-bait". Earlier this year The Daily Beast made a summary about the script (just found it today), and it sounds very... uninteresting. There's nothing in the characters or the story which appeals me, and hell, it even doesn't sound like political propaganda. The whole story sounds boring, and it surprises even more that Ponsoldt, Chastain and ScarJo are in the mix for this.
