Yeah, that doesn't make much sense.

Sewer aligators are urban legends, Batman operating in Gotham for 30 years is not. It's common sense even in comic book world for 75 years now.

And it's still a rumor, you don't have to apologize for every move they make.

Maybe people in Gotham know who he is, but for a large part of the world he's just an urban myth? Like people believe that any footage or witness accounts are just falsified to increase tourism or something along those lines. I dunno, that's the only way it can make sense in my opinion.

I mean, he kinda is known in the Man of Steel universe already.

The problem I see is that the only way the whole "urban legend" could work is with Batman making sporadic appaerances for 30 years without directly (for directly, I mean in a way that would expose him) fighting anyone - Something like a silent punishment. And I believe this can work with Batman at first (when he's trying to install fear into the hearts of the criminals), but not once the freaks start to show up.
