What I can say is that Strange is being groomed to be the next Iron Man. The studio needs a new 'hub' character going into Phase 3 and beyond, as there is audience fatigue, aging stars and a need to move from Tony Stark/Iron Man as a 'hub' for films.
Yeah, not gonna happen. But it's good to see they want to try luck with other characters instead of making more Iron Man sequels.
Also, there's a rumour the date of this film will be announced in Comic Con.
That's how they announced the Thor, Cap, Guardians and Ant-Man films last year, so probably (well, technically only Guardians and Ant-Man were announced, Thor and Cap just got title reveals).

As far as casting, probably back in April with Colin Firth for The Secret Service and Cillian Murphy for Transcendence. I'll be interested to see if he's right about Rhys Meyers for Episode 7, since everything else has been wishlists. Anyway, who Marvel "wants" is probably often different from who they get, given their wide nets and negotiation tactics.
