No.

When did it suddenly become okay to make such a broadly objective statement on something that you personally didn't have the attention span to appreciate?

When you are making a film that its purpose is to entertain mass audience then you have to consider the pacing. But the pacing is a meaningless word in judging other kinds of films. I mean it's up to you whether you like the film or not, but there is no flaw as bad pacing. It doesn't exist. The filmmakers don't have to entertain you or give you something interesting every few minutes.

Sometimes uninteresting things are necessary for you to get your film wherever you want it to go. And sometimes you need to make your film with slow pacing because that's related to the themes. And sometimes the filmmakers might find some certain element of their film interesting and you won't. So it's completely subjective.

Who ever said it was objective? Its just an opinion. If we follow your logic no one must ever say anything about anything. Just as one can think a movie can be bad or badly acted or whatever, one can also think it was a boring experience. Nothing wrong with that. Just because its an opinion that goes against yours, doesn't make it objective.
