It may sound unfair to the decency of Gordon but I doubt he even put those 2 cops into consideration, they were beat cops and weren't even accounted for. I'm sure he knew ramirez and wuertz were out of commission as they were his top detectives and unavailable.. at the point where he sees dent he puts 2 and 2 together, figures he killed them both.

Gordon seen the cops gaurding Dent when he came to visit him. 2nd, if they were accounting for everyone in the building, know who to account for as well as who was missing, it's very likely they were looking for dead bodies under the rubble. If they know for certain that Dent is missing, and not found, logically they checked the rubble as well. It would be more than likely they found those bodies.

And like I said, there's no way of him knowing about Wuertz and Ramirez. In fact there was no way of him even knowing they were traitors in his squad! Dent may had warned him about them, but he also was claiming more than just those two. There was no way for him to assume those two automatically. Especially with Ramirez not even being dead. It makes more sense about the cops gaurding Dent since Gordon was at the spot of the destruction site getting accountability.

No he knew about Wuertz.

I think I discovered today that the 2nd cop who was suspected to be killed by Dent was the one the Joker killed with a silenced pistol when he was dressed up as a nurse. That cop and his partner "Davis" were responsible for Dent while he was at the hospital. Nobody could have known the Joker was the one who killed the police officer since the hospital was blown up shortly afterwards . The other cop was Wurtz while the other three victims are Maroni, Maroni's driver and Maroni's goon who you could see being attacked stealthily by Two-Face at the far left of the screen when Maroni is walking into his car before he's confronted by Dent.

The first cop's murder takes place at the 1:47:00 mark

it's not as ambiguous as you'd think: he kills 3 mobsters (the guy he pulls aside just before entering Maroni's car, the driver and maroni himself), then he kills Wuertz and we can assume that since the gun Harvey uses was used by the Joker to kill the cop in the hospital they might believe he killed him (I know that the hospital blew up but are we sure that absolutely NOTHING is left in an explosion like this, not even charred corpses?).

Wait, since Ramirez is alive at the end of the film, wouldn't she still know about Harvey..?

Yes, but she would never talk about it since she led her life as a criminal from now on. If she spat out the truth of Two-Face's rampage, she would have had to talk about the fact that she set up Rachel, or Two-Face wouldn't have even been holding a gun to her head in the first place.

Well... The Dark Knight Rises never answered this question. And neither has Nolan. I for one, am stumped. There's too many ambiguities and unknowns...

I always thought it was Wurtz, Ramirez (both mucus cops), driver, Moroni, passenger in car.

My money's on the two cops being Wuertz and Ramirez (well, one is obviously Wuertz) - as they're the only two cops that Dent attacked where a corpse could be discovered. Ramirez must have died by hitting her head on the floor. This also explains her absence from The Dark Knight Rises.

And as others have pointed out, Dent kills the three mobsters in one scene, where he speaks to Maroni in the car. 5!

Alright so the dark knight rises is out , four years removed from the Dark Knight we can delve into this stuff.... the 5 dead 2 of them cops Harvey "Two Face" Dent are responsible for are :
1. Commissioner Loeb
2. Judge Surillo
3. & 4. the two cops that announces the threat on the Mayors Life
5. is complicated you have to understand is that Gotham is still being poisoned by a modified toxin created with Scarecrow first introduced in Batman Begins but with different properties: Everyone is kinda coming under the influence of it (Joker: "you know the rate of people losing the minds will be doubling...") Gordon even has a sort of mutated giggle as he say's "two of 'em cops!", Gordons wife has a mutated giggle as her children are being threatened. Gordon is talking about himself as one of the cops (Dent was trying to kill the Mayor) he does'nt die eventually and what Batman, Gordon and The Joker know is that Harvey Dent was ALWAYS TWO-FACE, he was working for Maroni, HE and Maroni was snuffing out commissioners and blowing up Judges. The Joker knew he was being set up that's why he showed up at the Penthouse, the Joker was building an army ("tryouts"), and he definitely had GCPD working with him, and he knew he was being SET UP (Joker: "We are tonight's entertainment!!!") The Joker card at the car bomb was the one at the end of Batman Begins. Its even more complicated than this actually, but the Joker does a good thing in this movie and does help Batman and Gordon, it's HE that defeats the MOB.
