Gordon seen the cops gaurding Dent when he came to visit him. 2nd, if they were accounting for everyone in the building, know who to account for as well as who was missing, it's very likely they were looking for dead bodies under the rubble. If they know for certain that Dent is missing, and not found, logically they checked the rubble as well. It would be more than likely they found those bodies.
And like I said, there's no way of him knowing about Wuertz and Ramirez. In fact there was no way of him even knowing they were traitors in his squad! Dent may had warned him about them, but he also was claiming more than just those two. There was no way for him to assume those two automatically. Especially with Ramirez not even being dead. It makes more sense about the cops gaurding Dent since Gordon was at the spot of the destruction site getting accountability.
