Okay I'm jumping on this wagon again. Let's count the deaths:

1. Davis - obviously killed by Joker
2. hospital cop - tried to call Davis, was killed by Joker
3. Wuertz - shot by Dent
4. Maroni's bodyguard - Dent grabs him on the side of the screen right before he gets into Maroni's car
5. Maroni's driver
6. Maroni

Regardless of what you say, Dent killed a total of 4 people. Joker killed two, making it a total of 3 cops.

Now which death is most likely to be eliminated? Maroni's bodyguard, because most people say that Dent only grabbed him, he didn't kill him. Okay fine, then let's cut him from the list:

1. Davis
2. hospital cop
3. Wuertz
5. Maroni's driver
6. Maroni

This still leaves a total of 3 cops.

There must be an answer to this.

Maybe Davis isn't dead. That's the only thing I can think of. It's implied that he is, but of the 3 cops, he's the only one we don't actually see get killed.

I'd go with;

1. Black cop in the hospital (shot by Joker, but the Joker gave Harvey his gun)
2. Wuertz (Harvey shoots him with the same gun as above)
3. Maroni
4. Maroni's driver (Shot with the same gun)
5. Harvey Dent (Perhaps Gordon meant Harvey and his death will be blamed on the batman in TDKR)

I eliminate Davis as we never see for sure what happened to him. Maroni is a doubt, but I presume he got smashed up in the crash.

I don't think you can say that. I believe the joker gives Harvey a revolver but uses a silenced beretta to take out the cop. Furthermore, the hospital gets blown to bits so it makes police investigation that much harder to trace.

Yeah, you're right on the gun.
But I don't believe the hospital blowing up would stop a body being recovered with a bullet wound in it. And the police had no idea that the Joker was in Harvey's hospital room, so they could still have put it down to Harvey.

The 5 people linked to Dent (let's call them the Gotham 5), need to be linked in such a way that implicate Dent in being a criminal. They also need to be deaths that can easily be blamed on Batman, so it justifies Batman choosing to be a fugitive.

So like I said earlier, these are the people who, without a doubt, can be linked to Dent:

1. Wuertz
2. Maroni's Driver
3. Maroni

These three people are definitely included in the Gotham 5, and they cannot be disputed. So now what we need to find are 1 cop, and 1 civilian/mobster/villain.

Ramirez got smacked in the face... while Dent was saying "You'll live to see another day..."

I always presumed it was this:

The two cops were the ones gaurding Dent that the Joker shot and killed. It's very possibly and likely that when they rummaged thru the debris for dead bodies, that they found those cops and notice them with bullet wounds. With Dent immediately missing and those cops supposely gaurding him, Gordan could inaccurately had put two and two together.

The other three are much easier. They were Sal Maroni, his driver, and the guy that opened the door for Maroni that Two-face quickly snatched. If the police were keeping close watch on Sal's whereabouts, which it's no question that they would have, then they would of been alert about this incident very quickly.

Weurtz was killed and presumely the bartender was killed as well which was why Dent was BEHIND the bar once he confronted Weurtz. But since Weurtz was off, and obviously there was no other witnesses at the time, I find it hard for this to get known by the police within that timeframe.

Ramirez, as well all know, was spared. And even if she was killed, there was no way of Gordan to learn about that considering he was busy with his SWAT team to get the Joker across the building at that time.

Irregardless, Gordan was mistaken on the number of deaths.
