No, Memento was released years before those events took place. This was over The Prestige, which was going to be Nolan's next movie after Insomnia, but then postponed until after he made Batman Begins. You can read back in this thread a bit and get more of the story if you want.

I think you're just misreading the article:

Mr. Law has decided to take a role offered by Christopher Nolan ("Memento")


Memento is in the parentheses not because it was the film that Law got offered a role in, but rather to provide the reader some context of what films Nolan is famous for directing.

Guy Pearce is and even at the time was like 50 times better as an actor than Law,
it's impossible.
