I think it looks like the merc played by Josh Stewart who seemingly is Banes right hand man.

Banes entire prologue dialogue and the "when Gotham is ashes you have my permission to die" are definately my favourites. I really hope the rest of Banes lines will be just as epic/badass/chilling as the ones we've heard so far and that he will have lots of things to say
