Seems entirely possible to me that the ages are for actors but not anything strict as far as in-universe timeline goes. Hell, Ra's could have had a kid when he was 18, making him 28 and till "in his 20s" so it's not like it rules anything out.

Yeah, if you take all the Rachel Dawes time from previous movies and attribute it to Selina Kyle then you've got a bit more space for a second/third villain.
